Ok so i went to my friends house to download songs for RB1 because he has xbox live and i do not. the songs worked fine when we were connected to his xbox live account but it wont work when i'm not connect to live. it says "The song data you were accessing has become unavailable, and the game cannot proceed without it. Your game session has restarted." I'm confused because i figured that once i download a song that it should work offline as well as live. can someone please help me?

because you downloaded on his account, he needs to be signed into to xbox live on your console to verify that he not you owns the dlc
you dont need to have a gold account to buy dlcs

Ok i erased the songs and I re-downloaded it onto my xbox live account and still the same issue. i can play it when i'm connected live but as soon as i sign off it gives me the same message telling me it can't access the information.

It's because the licenses are tied to the first console and gamertag you bought them on. If you would have bought them with your own gamertag and on your system the first time, you wouldn't be having issues. Like aznman08 said, you do not need to be a Gold member to download songs. Silver accounts can downloads songs too.
To get your DLC to work offline, you'll need to transfer your DLC licenses here (http://www.xbox.com/en-US/support/systemuse/xbox360/licensemigration/). This can only be done once per year. Microsoft will do it again for you if your console needs repaired within the year.

i have this same exact issue with my ps3. i returned it to get it fixed. how do i transfer over songs ive purchased to my new system?

ok. i dont know what you mean by gamertag. i just went to the playstation store and bought downloads. i dont know what gold member or silver members are. i have a PS3. but if you want something weirder, the DLC works on MY system when i play it at a friends house, but not my house. i even downloaded it on my PS3 and moved it to my house (i dont have internet so i bring my PS3 to his house to download updates and DLC) then i bring it home and nothing works. and at any rate, how could i trasfer my licenses for a PS3?

You probably know what a PSN-ID is. If you bought the songs with the PSN-ID of your friend, the songs belong to his ID and his PS3.

ok. no. he doesn't have a ps3. he has a wii to clear things up. I have the ps3. I have the PSN ID my friend has nothing but the wi fi connection. i bought the songs with my PSN ID. AND NOTHINGS WORKS!!
please any help!!!
the DLC used to work and now it doesn't. pure and simple.

We have the same problem except all of our gamertags are on one xbox. My brother and i split the songs we bought up for financial purposes. When I play by myself I can't use his songs and it kills my set. Without transfering licenses can i play those songs, or at least make it so the game wont choose thoose songs on random setlists?(The 18 song setlist is particularly hard to not get one of these songs.)

my friend doesn't have a PSN ID he doesnt even have a ps3. he has a wii. he is unimportant in this equation other than his wi fi. and the fact that for some reason the DLC will work while at his house and not at mine. but irregardless, the DLC that i've downloaded on my ps3 will not play.

just sign into both accounts one on the instrument that you are using and one on the one that you arent

Take a deep breath. You probably need to contact Sony since you had a repair done. With the 360 repairs, you are given a new console and must transfer your licenses over to the new console to be able to play them while offline. It is likely the same with the PS3. Again, contact Sony.
