Man, a best of The Ramones is so tough... I'd definitely go for most of those, especially The KKK Took My Baby Away and Sheenah is a Punk Rocker. I'd also throw in Bonzo Goes to Bitburg, Outsider and I Just Wanna Have Something to Do. Their cover of The Who's Substitute is also kind of neat.
