Won't let me play on XBox Live

I don't get the deal, I log on to Xbox live fine then I put in rock band 2... When I select Xbox Live Tour mode it says that I can only play XBL tour when I'm connected to XBL, but I already am... I follow the prompts to sign in, on my account and it buzzs for a second then displays the exact same error message... I'm obviously signed onto XBL cause I can chat with friends and stuff on the dashboard, but its not letting me play the tour online...
Any help here would be awesome...

are you a gold member? silver members can chat on friends but cant play live tour
