Rock Band 1 & 2, DLC unavailable when offline

Hello,
I am having this problem.
Let me try to explain best way possible.
I had a friends xbox a while back, and I had a gamertag on that xbox wich I used to download alot of DLC for Rock Band.
I bought my own Xbox, and I wanted all the things I had on the old harddrive onto the new one, so I used the Xport data transfer kit.
It all worked out fine.
I have all my DLC and so on on the new one.
But I recently noticed that if I'm not online on xbox live with my user I cannot play those of wich I downloaded on my old Xbox, I can play the ones I have downloaded on my new xbox though.
Theres no problem when I'm on xbox live, then I can play everything.
I find this kinda annoying, because if I wanna play at a friends house or something, and theres no internet, and bring my xbox we cant even play most of my DLC because of this.
I have tried deleting a DLC song and then re-download it, no difference
What the hell is this?

you need to do a licnese transfer: http://www.xbox.com/en-US/support/systemuse/xbox360/licensemigration/
