Track Downloads without Subscription?

Howdy Rockband Folk,
My xbox 360 is on our home network along with several PCs. I would love to be able to download some additional tracks from time to time but don't want to subscribe to xbox live for various reasons.
Is it possible to purchase/download a track to a PC and then transfer it/them from my PC to my xbox??

That's correct, and no, you can't purchase them on your and then transfer it to your Xbox.
