Go to your X-box dashboard, then to the Marketplace, select games, go to new arrivals, and then scroll down until you see Rock Band. Hope that helps... :)

It's in a new venue: Tokyo (just like the bonus songs are in Rio).
Scroll down and you'll see it all the way at the bottom.

fair warning....we found this out tonight....if you are NOT connected to the internet...you do NOT get to play any of the downloaded content you bought....sorry Harmonics...but that's is a complete load of horse****.

not harmonix fault. that's how DLC works with the xbox 360. as long as its the console you bought the content on however you can use it just fine offline or off. i know this because my current 360 is banned for the firmware mod and i still have access to my ghii content but i do not have access to my rock band content i bought at a friend's house.

Is that true? I could've sworn I've played a bunch of my DLC offline... I'll check tonight. But yeah, I've certainly heard many games have that offline ban.

I could've sworn I have as well. But i just tried to play on a different xbox (redownloaded the stuff) and it wouldn't work. strange.....

Like your XBLA purchases, it's tied to your console serial number. If you get a replacement console or try to use your hard drive on friend's box, you will not be able to play off line.
However, it does work if you play on the console where you purchased it. I had access to all of my DLC when I played on Thanksgiving without a net connection.
If you received a replacement console from Microsoft, they are required to switch your content to the new serial number. However, it will take forever and a day (my support case is at 59 days and counting) and you need to call and specifically request that they switch your licenses over. The last major dashboard update supposedly allows some people to be able to delete their content and re-download it on the new box, but that didn't work for me.

I confirmed it. You CAN play your DLC offline. I did it last night, and everything was there. As for playing the DLC at someone elses house after importing your xbl account? I don't know.
