Ok...Mods / Tech support / whomever, explain this one for me.... My internet went out tonight for about 3 hours. So what did I want to do to pass the time? Play Rock Band....but surprise surprise all 30 dollars of DLC that I bought did NOT show up in my list anywhere. Please explain to me why I have to be connected to the internet to play the content I bought and downloaded to my Xbox?

Is this a replacement XBox? DLC has very stringent rules on when it can be used offline, and neither EA nor HMX is able to change that, unfortunately. :(

DLC is tied to your Gamertag and console. If your gamertag or console changes, you need to be logged in to XBL to access DLC, as per Microsoft's rules. The idea is to keep people from distributing their DLC to all their friends for free.
Many people who get new XBoxes need to do this, because it treats your XBox like somebody elses. It sucks, but there's nothing you can do about it, unfortunately.

You can call Microsoft support and ask them to switch your licenses to the new console. They are actually required to do this. (You paid for the content and their faulty hardware should not take away something that is rightfully yours.)
However, they will do everything they can to delay the process. I opened a case to switch my purchased XBLA games to my replacement console on September 28th and it's still pending. (According to the last supervisor I talked to there, the actual XBox Live server techs have to make the change. Their DRM is broken beyond belief. I finally got fed up a couple of weeks ago and opened up a consumer rip-off case with the Washington State Attorney General.)
If you still have the same console that you originally downloaded the content on, as long as one player in the band is using your gamertag, you should be able to play with all of your DLC off-line.
