There's no such thing as an "ultimate" list because you can never please everybody - and there will always be people who want a song that they consider "teh ultimate megacool r0xx0r song" but is totally unsuitable for RB (an example would be "Money" by Pink Floyd).

Here are some songs that I think could work well (by no means an exhaustive list):
David Bowie - Rebel Rebel
Radiohead - Creep
Skunk Anansie - Hedonism
The Eagles - Hotel California / Life In The Fast Lane
Faith No More - Falling to Pieces
Foo Fighters - Everlong
Iron Maiden - Aces High / Be Quick or Be Dead / ...
Led Zeppelin - Whole Lotta Love / Communication Breakdown
Lenny Kravitz - Are You Gonna Go My Way
Queen - Tie Your Mother Down
Rammstein - Der Meister (language barrier ftw)
Red Hot Chili Peppers - Suck My Kiss
Savatage - Agony & Ecstacy / Damien
Stone Temple Pilots - Plush
The Jimi Hendrix Experience - Purple Haze / Highway Chile / Voodoo Child
Smashing Pumpkins - Today / Bullet With Butterfly Wings
Tom Petty - Running Down A Dream
Killing Joke - The Pandemonium Single
Alice Cooper - School's Out

These would probably work less well, but I'd still like to see them:
Aimee Mann - Sugarcoated
Warren Zevon - Werewolves of London
Beastie Boys - Sabotage
Coldplay - In My Place
Daniel Lanois - Lotta Love to Give
Dinosaur Jr. - Out There
Dire Straits - So Far Away / Lady Writer / Sultans of Swing / ...
Eels - Saturday Morning
Deep Purple - Highway Star
R.E.M. - The One I Love
Suede - Trash
The Cure - Boys Don't Cry
Santana - Black Magic Woman
Sex Pistols - God Save The Queen / Pretty Vacant
ZZ Top - Cheap Sunglasses / Legs

Would also be nice to have a few not-quite-rock tracks in there, like some blues stuff.

Any Dinosaur Jr. would be great.

For Led Zeppelin, how come nobody picks "Custard Pie", "In My Time Of Dying", or something like "The Rover"? I thought those would be great.

school's out is already in GH3, so i doubt it will make it into RB

Desensitized: It's always hard to combine "great song" with "song known well enough by the average player", especially now that the vocals need to be done as well; for Led Zeppelin, "Whole Lotta Love" is both one of their best-known tracks and what seems like a fun song to play in RB. I should've probably put in "Immigrant Song", "Rock and Roll" and "Travelling Riverside Blues" as well - but a lot of their stuff would work well (setting aside the sometimes raunchy lyrics).
Then again, there's bands that are relatively unknown that deserve to have some of their music showcased in games like this (Savatage being one, in my opinion), so I have nothing against the inclusion of lesser-known tracks.

Rev0lver: I know - that doesn't change the fact that it's a track that would work well in RB.

I do wonder how much lyrics come into the eventual selections - would the use of "f'ing" in Creep bar it from ever being included (even as DLC) or would they bleep/silence/re-word it?
