Go to the rock shop, then instruments, then select the one you want to modify (you have to buy it first) and hit the yellow fret. This will put you into the art editor.

When you go into the rock shop, go to pick an instrument or a clothing item, and if it has the option, hit the yellow fret to go into the art maker for that item. I found it on accident last night! O.o

This game has its secrets...

You can also add art to some of the clothing. Not every item, and you're limited to where you can put it, but it's fun.

You can find it by looking at the screen. It is very small, but it is at the bottom, right in the middle. Just like when you are doing quick play, you can change how the songs are organized (Difficulty, Genre, Decade, Alphabetical (title and author)), by pushing R1, yellow on guitar, or the bass pedal.

Though I do like the see through ones I unlocked with BWT...

I'm not sure if you can sticker the drums by themselves, but in BWT mode you can go into your band profile and edit the band logo. This logo gets put on the bass drum.
