A friend recently downloaded the 20 bonus tracks for RB2 using his system and HDD using an internet connection at my home and is unable to play them offline. Online is no problem but, he does NOT have an internet connection where he lives. We have tried using his HDD on different consoles, different internet connections at different locations, and still have the same problem. Is there any way to fix this or is this the way it is supposed to work? Thanks in advance.

get your friend to delete the folder labled downloaded song data
the songs work on the first console downloaded to or while connected to xbox live.

My xbox just got the red ring of death. Does this mean I'm screwed and my song collection won't work unless I'm online when I get my new console?

I think so, unfortunately. Mine broke too (not red ring tho) and when i got it back the old DLC only works when i'm online. The new stuff i've gotten since getting it back works all the time but I haven't had the time to go through and re-download it, which i think will allow it to all work offline.

Hopefully re-downloading it will enable it to work offline--that, I can live with. If not, that will truly suck.

Woah, woah.....slow down.
You can move your purchased content to your new xbox 360 using the license migration tool. They are supposed to do this at the factory when they repair/replace your console, but they often do not (or mess it up). All you need to do is perform the license migration (link (http://www.xbox.com/en-US/support/systemuse/xbox360/licensemigration/)) and delete/redownload tracks you are having problems with. You can redownload tracks through your download history (xbox guide button->settings blade->account management->download history).
