Recently, I've been having problem with my game either displaying somewhat jerky video for a second or two, or occasionally freezing up (the video getting stuck on one frame and the audio looping a few seconds of the song endlessly). I only play in Tour mode, so I don't know if it also affects Quickplay, but it happens in both local and online play. Is this a bug in the code, a problem with the disc, or a problem with my Wii?

Not the code... I assume you know how to check a disc for scratches/smudges, so if that isn't the case.... I would assume it is you wii at fault. In that case, you probably have a dirty disc lens or your system is overheating (although this is very rare). My suggestion would be to make sure your Wii is registered with Nintendo and describe the issue to them.
I have noticed on a rare occasion that the BG video will slow down and seem jerky-ish, but it never affected my audio or 'note highway' in any way... So I always assumed it to be 'cinematic' (or the Wi pushing through some pretty impressive visuals).

*smacks forehead* I didn't think to check if the disc was scratched; there's a scratch (or something greatly resembling one) all the way around the outer edge of it, although it does seem quite thin and superficial.
Of course, the fact that it goes all around the disc at an equal distance from the edge implies that it's the Wii's fault...

Odd... The Wii has never been a "disc eater" like the 360, I've even had my Wii fall off a TV while running, nothing happened. After a year and a half my disc drive bruned out, and before it went it started making a god-awful buzzing noise, and even then... Nothing. Thankfully I'm still under warranty and Nintendo should be sending it back soon.
Try cleaning the disc very carefully with fine cloth (something you'd wipe glasses with).
