Rock Band 1 Export Not Working with Different Gamertag

I just got my Xbox back from the repair center and can't get the Rock Band 1 tracks to work with my gamertag.

Here is my situation. There are several Live enabled gamertags on my Xbox. I had used Live points on gamertag A to export the Rock Band 1 songs to my hard drive. Theses songs worked fine with gamertag B which I used to build my band and buy more tracks. Now that my I have a new Xbox I can't get the Rock Band 1 tracks to work on gamertag B.

I have tried deleting all the Rock Band 1 tracks and the export license from the hard drive. I then re-downloaded the license under gamertag A and then re-exported the songs.

Another odity is that downloaded songs from gamertag A work fine on gamertag B, but not the other way arround.

I am just trying to figure out a way to avoid ploping down the 400 live points again since gamertag A isn't used on any other console. Can anyone help?

Is there a way to do it without the license transfer? The account gamertag A is associated with is really old it will may be impossible to remember the login info to go online and do the license transfer.

no. either way you will need to be signed into xbox live

So, migrating the license has proven to be impossible since I can't log into to the website with the old gamertag ID. I have resigned to re-purchasing the license with the new gamertag. Will I have to re export all the songs?

Most likely, yes.

If you can login to xbox live with gamertag A you can go to your download history and redownload any DLC to tie it to the new console. That way you can use them without being logged in with that gamertag.

Redownloading the tracks does not obviate the need to migrate the licenses. Without migrating the licenses, they are still tied only to the gamertag, not the console.
