Spend a whole lot of time listening to the song.
The game tries to get you to follow the exact inflections of the singer, so you can't assume the tone is going the way it seems to be going. You have to listen to how it's actually going and imitate it.
The game does not allow you to "style" your approach and win. You could be singing it perfectly well and get shafted because you're not singing it EXACTLY like the original singer was.
Also, remember that the lines go up and down in a relative way, not an absolute one. This isn't sheet music. Two lines on the exact same level won't always mean the same note.
Finally, make damn sure your game is calibrated perfectly.

I jsut beat vocals on expert...and well the only song I came close to 100% on was Blitzkerg bop..and i only got 95% on it..im about to give up on 100%

Meh, keep trying. I had to practice In Bloom, Maps, Paranoid, and Dani California dozens of times before getting 100% on them. It just takes time and knowing the song REALLY well.

I actually tried not singing the words and just humming it all and adjusting my pitch accordingly. But then again I'm on easy so....

That's actually recommended. When you say the words, you're losing out on streaking the note more often. If you just go "ahhhh" to the notes, you have a much better chance of getting an awesome score on a phrase than if you make an effort to sing the lyrics.

Psh, I'm trying to get 4 stars on that song, I'm not even thinking about 100% at this point. It's not really about knowing the words, I'm not positive exactly what it measures, because sometimes when I'm saying them and my pitch drops I wind up with a bad score. It happens for other reasons too, I swear I'm speaking during the words (and pausing during the gaps) and yet I still fail. It frustrates me to no end, because I can't figure out how to manipulate the system to get a decent score during "talky parts"!

I'm almost done with Expert vocals on solo and I'm in 8th place on the PS3 leaderboards (PSN name: C_A). I've only got about 6 songs left on the bonus side, so it might be a while until I try to take over #1. ;) (plus I don't have any DLC yet) BTW, I DON'T cheat and hum along. :) I can't sing for crap, but I'm pretty good at holding pitch and reproducing what I hear. Here are some tips:
Go to practice and listen to the song. Try to learn the tune as well as you can before actually trying to sing the thing because it's harder to listen and sing at the same time. You are trying to match the pitch as precisely as you can.
Make sure you enunciate VERY clearly on the talky parts. Being loud seems to help too. Changing pitch mid-syllable seems to screw it up, but I think it's ok between words. Also, if the word is "yeah" or whatever, don't go "yaaaeeeeeh" or "yeeeeeaaaaah" as it will mess it up. It's "yaaaaaaaah". I still get screwed on these a lot though, so who knows. I wish they'd loosen it up a little as it's really annoying to get 100% on a song otherwise and get boned by the the talky that I know I did properly.
Practice the song on Expert. If you practice on Hard or lower, you're not going to get the quality of feedback you need to get better -- t's just far too lenient. When you go back to hard later, you'll be amazed by how easy it seems. :) I'll go from getting an 85% on Expert to getting a 98% on the same song on Hard right afterward.
I've found that holding the microphone where it's grazing my lips gives me the most precise pitch. I was a little surprised as I figured it would warble at that distance. Experiment and see what works for you.
Use you Energy effectively. The best time to use it is when you have a bunch of short phrases coming up and you already have a 4x multiplier going. In single player, it doesn't matter if there's empty space in the middle, but in multi-player, try to avoid pauses. Also, the percussion notes will siphon your Energy, but I don't know if it actually gives you more points or not. Using your energy just after it hits max is also a good way to go, as I don't *think* that you get the bonus if it dies mid-way through the phrase, so you can get a bit more out of it this way. Using Energy to keep from bombing the set is essential if you are trying to get through a tough song on Solo Expert, but it really hurts where points are concerned.
Every once in a while, my pitch arrow goes all fluttery. It's hard to explain, but it's like the mic is picking up two pitches about a note and a half off of each other. Powering down the game has fixed it thus far.

Listen to the songs a lot outside of playing. Getting the time of the pitch changes instilled in your head. Playing maps expert was easy because I already knew the song. And I'm hella atrocious with vocals.

Kinda curious: are people who are 95+% on Expert vocals noticing any mic lag like mentioned here (http://community.rockband.com/vbforum/showpost.php?p=152913&postcount=151)? (To summarize, lag between when you begin to sing and when the arrow actually shows up on the screen; completely unrelated to your sound output setup.) If so, is it affecting you at all and do you have a workaround for it, or does it not matter?
(Still moving through Hard mode myself without any real problems, but I tried my favorite song on Expert and got my butt kicked ;) )

You really notice it on songs where the pitch changes rapidly (Train Keeps a Rollin', Give me Shelter) and where it changes quickly on a single syllable (can't think of one right now).
The workaround for when the pitch changes quickly on new syllables is to get off of the end of one pitch right before it ends and switch as fast as you possibly can to the new note. It's hard to do though when it's up and down very quickly.
When it changes a great deal on a single syllable (not a lot of up and down, but rather a large jump in one direction quickly), what seems to work is just going a little early. I have to do it before the soundtrack does, but we're talking about a quarter of a second here. It's a little tough to get used to at first, but once you have it, it's not nearly so hard as the case above.

The way to cheat the system is to have someone else record vocals and you to play them back, as has been discussed in another thread. I'm up to #2 on the PS3 charts now. Haha. I might contribute at some point, but I'll have to blow a line or two in order to protect my spot. ;)

I can get ~90% + on songs I know well on Expert. The best I've done is 98% on Expert singing Creep. The songs that switch from singing to talking are the most difficult for me.
I'm not a great singer but I know how to imitate well enough.

I Think I'm Paranoid is a great example. I can easily hit the first syllable of "paranoid" irl, but the game will NEVER register it fast enough. Frustrating as all hell.
