This is a temporary fix until I can find something else to put on it, but it sorta worked. All it took was a pair of earbud-style rubber headphone covers. Turn the pedal over and put them on the two ends of the orange bar, just like you'd put them on your headphones. Kept it nice and quiet, although it could use a piece of duct tape or something to keep them from falling off.

Going to Home Depot tomorrow to look for something else, maybe rubber grommets or something that will fit around the two nubs and still clear the channel it drops into.

This only fixed the plastic-to-plastic contact that the pedal makes when you push down on it, it won't help the amount of pressure you're using when you press it. A piece of carpet remnant/small mat with a tiny piece of carpet foam underneath might work though.

Trying to think up anything I can so we can play a little later without getting noise complaints. Good thing we don't have downstairs neighbors just yet.
