Before I started playing the game, all the videos I saw of Rockband seemed to look pretty good as far as graphics go. But now that I'm playing it, no matter what venue I'm in, the background seems to have this grainy/snowy kind of effect to it. Is this how it's supposed to be or is my game just screwed?

It's normal. I was at first unhappy about that change in the visual style over, say, Guitar Hero and Karaoke Revolution, but once I had the game in my hands and was playing in an environment better than a Wal-Mart kiosk, I really grew to love the new look.
Rock is gritty.

Glad it's not just me then. I don't really hate it....just have to get used to it I guess.

Its supposed to look like film to give it a "Rock Documentary" look. I think they've done a pretty good job.
Rent Rattle and Hum...the U2 movie...it sort of has the same Rock Documentary look.

I LOVE the new look. Looks way better than Guitar Hero imo. I especially love the effects that go one during solos and whatnot with the black and white strobe look. Very cool

Yeah, it looks like if someone had a camera and was recording a set live.. and the bigger the venue the less "grainy" it looks. Once you hit the arena scene it looks more professionally produced.
Great use of lighting and animation on the folks, and honestly I get the "Rock Concert" feeling from the game. Remember, you're in a night club or another small venue, with smoke machines going and ... smoke... and ... stuff. It's going to be a bit grainy looking in the show regardless.
If you ever seen home video(still photos too) taken in a low level lighting situation such as a night club, you'll see that the video turns out grainy. I don't know how to explain it since I'm not a pro Videographer, but it's just how the camera works becuase of the low light. Are there any experts out there that can explain this?

Yeah, it's simulating low-light noise on a non-professional camera/lighting setup. It's odd, not what I was expecting, but very atmospheric.
I really like, when they do "editing" that relates to the song somehow, like for the breakdown in orange crush when it goes black and white, and gets real grainy...
