I play on 360 and was tug of war online. I was matched with someone and the song was green grass and high tides. 10 mins later i had a "big win" i had the highest percentage of note hits, and i had the largest note streak yet i got 21 true skill rating and the other guy got a rating of 29

basically it's a averaging engine. You start off with a base score and that score i saffectted by how many matches you have, how many wins and ties you get what the score and rating of your opponents were and so on. Early on your skill rating will fluctuate a lot. If you beat someone with a bigger skill rating than you you will likely level up pretty quickly. The more matches you have the less your score changes. But ultimately your skill rating should overall represent your overall skill compared to everyone else. There's a faq on Truseskill somewhere on teh xbox site but that's blocked at work for me so maybe I'll get the link later.
