I have a satellite internet connection and I want to play online against someone would it matter if I have 200k upload when you are playing against somebody as to I have not seen the online area as of yet

Latency always "matters", but I'm almost certain that it is still going to work for you. With additional latency you and your bandmates will experience a slightly less accurate representation of each other's performance, but you should still have a good time.

Latency isn't upload speed, but rather how long it takes the other side to get the signal. Generally satalitte connections have latency in the high 100's of milliseconds (500+ms), where DSL and Cable tend to get the latency down around 50ms optimally.
It's the difference between shouting across a room or talking to someone up close. The more latency, the longer it takes to have the conversation. Most games require very quick conversations to stay in sync, otherwise you get weird results.

I don't know how much it matters, but as long as you stay connected, RB is set up so that you don't experience local lag by delaying each player, I think. You can sort of see it if you have a vocalist who holds down the right trigger while he sings online; the singing coming over VOIP is delayed from the actual vocal track, but you're still playing your part without lag.

I haven't played online but I imagine if someone in Africa misses a note it's going to take 200ms or something for that info to reach you. That is unless you are not informed of missed notes online, but that would be pretty dumb.
