Update: There are two other threads so far exactly like mine, there still aren't any answers. I really hope there's something that can be done. Sometimes it's not possible to be signed in the gamertag that I downloaded it on, because all of my instruments are signed in already.

i dont know how this happened, but a few months ago a few of my DLC stopped working. this is pre-RROD, so the fact that i got a new console didnt affect my issue in any sort of way.
i downloaded crushcrushcrush and the NIN pack on another gamertag. they worked perfectly fine, and one day they stopped. i tried to redownload, i tried to clear the cache and then redownload, nothing works. it only works if i play the song on THAT gamertag. what can i do?
edit:
This is what happened, in a detailed form, since I'm having trouble finding any answers.
1. I purchased my Xbox 360.
2. I purchased Rock Band
3. I downloaded DLC songs using Gamertag A (Most of my DLC)
4. I downloaded four DLC songs using Gamertag B (NIN pack, and Crushcrushcrush)
5. I downloaded one DLC song using Gamertag C (Still Alive)
Three months pass.
6. DLC that I downloaded using Gamertag B, stops working. It states "the song data you are trying to access is inaccessible" (not EXACT words, but i'm 99 percent sure. I will double check in a few). I check on that specific name, and it works ONLY if I am signed into Gamertag B, and no other account on any other controller.
7. I try clearing cache, does nothing.
8. I try redownloading all songs, does nothing.
9. My 360 gets hit with RROD. I send it in, get back a new one.
10. I complete the license emigration, including redownloading all songs.
11. Gamertag B's DLC still does not work. Gamertag C's DLC still works, never stopped working.
12. Said DLC still only works if I am only signed in to Gamertag B.

..
and i forget to mention, two additional songs were dled on a third gamertag, and they work perfectly fine.

Quoted because YOU didn't read the question. Seriously, what kind of response is that? Her problem happened PRE-RROD which means it isn't a DLC license problem.

Well, regardless of whether license migration worked, it is a license issue. Thus, you'll have to talk to Microsoft about this.
And being pre-RROD means jack. If you purchase the content using your HD on another console, you'll experience the exact same problem.

Right. But she hasn't purchased the DLC on any other console or HD. The fact that it happened before the RRoD, and on her original console, is significant

I was just giving another scenario under which console replacement was irrelevant.
And nowhere do I see that the user stated that she purchased this DLC on that exact console. If you have more information that would help us, please feel free to share.

I think that's the only other thing she told me. It was all bought on one console, but with three different GTs (no idea why). One GT's DLC works fine on all of them, but one other GT's DLC doesn't work properly with the others. Seems like a very strange bug.
Hey koko, when you say you redownload, are you deleting the song from the hard drive, then downloading again? If not, that would be good to try. I don't think it actually downloads again if you don't delete first

Only ways that you can fix this problem:
1. License migration
2. Redownload tracks
3. Delete downloaded song data folder
If those don't work, you're going to have to contact Microsoft.
Another possible problem:
If another person purchased the music on your console using their gamertag, the music would not work if they migrated their licenses (unless you were signed on with his/her gamertag).

Both GT's stay on this console, and arent used on any others, if that's what youre asking.
Where can I delete the song data folder, apart from deleting the cache?

first off your question wasnt clear so dont get *****y at me
its a microsoft issue. the only helpful thing i can say at this point is that the transfer was done on all 3 gamertags

That's funny, because I recall your first response to be:

Anyway, I don't see how I was anything other than matter-of-fact in my above post. Also, if ddrman understood it clearly, I don't see what the problem was with my original post. However, I revised it because I realized it could have used more detail, since there were assumptions made. Everybody cannot read my mind. I believe you simply fell into that category, or just paid attention to Search's post assuming that I had the issue because I received a new console, and did not fully complete the license migration. Thanks for trying anyway.
On that note, if anybody else is reading this, and you have any other form of input, please share.

Well, Gamertag C bought Still Alive, a free song. I don't know whether or not free songs like that have any kind of license protection; explaining why it works.
I am utterly confused about the songs on Gamertag B because they stopped working before the RROD. So the 'problem' you hit before the RROD is a mystery to me, but, after the RROD when they still stopped working (unless signed into Gamertag B) is the exact same problem I'm in. http://www.rockband.com/forums/showthread.php?p=1999961#post1999961
The solution I'm considering, and I think will surely work, is on another profile rebuying the songs 'lost'. But paying for the same thing twice is ridiculous, but I guess it depends on how much you care about playing songs on all profiles.
The question I have for you is what the deal is with the songs you bought on Gamertag A. Working, not working? Free or paid?

From playing with her online, it seems Gamertag A is the one with the vast majority of her DLC. And I believe there is also a mix of free and paid songs

Hey, in my situation, i have DLC i can't play. And I have went, via the Dashboard, to my settings then to memory and manually went to each problematic song and deleted it. Then I went back into the game's music store and redownloaded it. Before that, without deleting the songs, when I tried to redownload it got to 1% then said it weas finished. But after deleting the songs they seemed to actually download, like going for 1% to 5% and so on to 100%.
However, that didn't help my situation at all. Those songs are still unplayable unless I'm signed in as the gamertag that bought them.

Have you played with her recently? As in, do they work right now?
Also, I'm curious about deleting the 'downloaded song data' folder, like dovanon mentioned.

Yes, all of gamertag A's songs work. NIN pack and crushcrushcrush only work if im signed in on gamertag B, which they were downloaded on. which is the same problem youre having, only it happened to you after you got a new console.
i think our solution will be the same, even though yours started with a new console and mine didnt.

This is from another thread:
That's an interesting question. You've migrated your primary account to the new 360 but not the secondary account. Can we get access to the DLC on the secondary account?
XBL licensing gives you two licenses per DLC: one "console" and one "gamertag". The console one allows anybody on your same console to use your DLC, and the gamertag one allows you to use your own DLC on anyone else's console (as long as you sign in to Live). On your original 360, both gamertags had the same "console" license so either one could use all DLC. That's gone now, hence the problem.
The online license transfer tool moves all your "console" licenses from the old unit to the new unit. So now your primary gamertag has new console licenses, and the secondary gamertag has old console licenses. This is why you can no longer see the DLC from the second gamertag. From the second gamertag's point of view you are playing at somebody else's house, on their console, not your own.
To fix this, you can use the "gamertag" license from the old gamertag. To make all the DLC show up, make sure that both gamertags are signed into Live (even if you only plan to play one instrument) on your current console. This is the workaround for the mismatch... until such time as you can transfer the "console" licenses of the old gamertag.
Yeah, it's kindof a pain, but that's why it works the way it does in case you were curious.
In other words, if he's right, we may not have a fix, yet.

So here's what I understand. Gamertag A and C are fine, no problem. Gamertag B, however, is missing the console license but still has its tag license. So, Gamertag B may still 'belong' to your old console, and is treated like a console on your new one. I bet this is the only problem you're currently facing. Whatever happened before the red ring of death, when you couldn't play gamertag b's songs, I don't know but I'm beginning to think its just irrelevant.
I don't think a solution would be easy, its out of Harmonix's hands, and into Microsofts. Maybe 'rebuying' them on a new profile is the fastest solution.
If these songs are purchased on your 'dominant' gamertag, the one you use all the time, you should be fine. However, I share my Xbox, and we created a seperate gamertag with an Xbox Live gold subscription. It's only used for online play and spending. Its a system that works out great, except for this situation. Oh well.
But, for you, I reccomend cutting down your three gamertags into 1, which would have all further DLC.
On the bright side, none of the songs were ever lost. They're still lost, but you have to sign in as a specific profile which is very annoying. And like I said before, you can rebuy these songs on a seperate gamertag so they get attached to the console. But that is kind of like getting jipped.
What I take from this is that, when I buy a 360 and I choose which profile buys what, I also have to take into consideration how the DLC will transfer to the new xbox after the inevitable RROD.

So have you tried that workaround koko? The only problem I see with it is that you won't be able to use it when you play online, unless that account still has an active Gold account. Or maybe you could call MS and request a second license transfer for this special circumstance. It just sucks having you drop out when Crushcrushcrush comes up in a random setlist

Yeah, that account DOES have an active gold account btw but it's a pain in the butt. I suppose I could sign in on that GT when i'm doing voxtar, but it's my bfs account. I have no problem with it but i'd prefer to stay as tinykoko1 lol. maybe one day ill call MS.. i don't see them helping me though.

Did you read the next post in that thread? Many users have had luck with migrating from multiple gamertags. If you are not able to complete another migration because you have used your annual migration, then you'll have to contact Microsoft. But they'll let you do it again if you explain the situation.
I download with one gamertag and play with another, I totally swapped Xbox's and simply used the migration tool and redownloaded and my dlc works fine for any account used on the xbox, connected to the internet or not.,,,RECOVER the OLD GAMERTAG and then download the dlc again, it'll simply just update the license, if you used the mogration tool properly everything will work exactly like it did on the other console. It's really very, very simple if you follow the directions.

Yeah, I read it but it was irrelevant to my situation. I did use my annual migration. Would my DLC work on that gamertag anyway? That's what is confusing, the DLC works on the gamertag, but only if i'm on that gamertag. I could be disconnected from the 'net too.
Eh, I suppose i'm stuck with contacting MS. I was hoping there was another fix.

Again, if you have already used your annual license migration, you do have to contact Microsoft.
If for some reason they argue that they have already migrated their licenses for you, tell them that they are full of crap. I have had MANY users claim that Microsoft migrated their licenses for them as part of the repair, but magically everything works fine after a manual migration.
And may I ask a small favor: Could you post the resolution of the situation after talking with Microsoft? There are a few committed forum members who try to help users like yourself when you experience issues, and it helps us when we hear how less common issues are resolved.
