Rock Band 1 Liscensing Question

Okay, quick question. If I was to buy a used version or rent Rock Band 1, and purchasing the liscensing to the songs for my copy of RB2, would something in the disc interfere with that, like if someone else had already used the liscensing agreement with that disc. Or would it be okay for me to do that so I don't have to buy a new copy of the game.

No, you can do that. Renting RB1 to export the songs for RB2 is perfectly fine.
