I recently got my Xbox back from RRoD repairs and i went to play a DLC song when not signed into XBL and i couldn't I went to the paper that came with the box and it said i had to redownload everything to get all the licenses back. I went to the download history and redl'd everything but i still couldn't play if i wasn't connected.
Do I have to delete all of the songs first and then reDL them or did i just do something wrong.
Also if i delete the export key do i have to re-export those songs to play them

First clear your cache. Then download them slowly. Dont click on and quickly back out and choose another one.
I just watched a movie and downloaded one ever 1 1/2 to 2 minutes.
It took me 3 times to figure that out. And I have over 300 items. HUGE waste of time.

No, just redownload the key and the songs will be there.
If you uploaded any games to your HD to play off your hardrive you have to delete those and reinstall them too.

1. License migration. Yes, Microsoft is supposed to do this for you, but they don't.
2. Yes, you may need to reexport the RB1 tracks.

You have to do the license transfer thing. The paper that came with your box probably says it's already been done. It's wrong.

Wrong. If you do this you lose your chance to migrate them for a year. People think they have to do this because they didnt clear thier cache before they tried redownloading them.
2. Yes, you may need to reexport the RB1 tracks.

Ive spent plenty of time on them to get mine to work.
They didnt clear thier cache.

Yes is some cases it does happen. Other cases people THOUGHT that was the problem when infact they didnt clear thier cache.

Still, you can't make the blanket statement that it's just a "clear your cache" issue. I had a recently repaired 360 returned to me (actually got a new one), and we went through every troubleshooting method of trying to make sure the DLC would work offline (including clearing the cache). Finally, it was determined that the license change to the new console had not been done (which is supposedly automatic according to the paper with the console AND on the website). After about 24 hours, they got the licensing shifted, and I re-downloaded everything for our two gamertags, and everything was good to go.
If you call the number on the paper for tech support, you can get them to shift the license if it hasn't been done yet. Took a while on the phone to get it all sorted, but everything works just fine now.

Okay. Consider the following situation: I downloaded 10 or so songs using the hard drive containing all my other DLC, but on a different Xbox. The songs suffer the same fate, only working while signed in to Xbox Live. The problem is, I don't have Internet access at my house, and therefore cannot enjoy those songs. What should I do?

You must migrate your licenses or be connected to XBL to play those tracks. Always take your entire console to a friend's place when downloading licensed content.

note: this can be done once a year
step 1: do the license transfer online Click Here for more info (http://www.xbox.com/en-US/support/systemuse/xbox360/licensemigration/)
step 2: after doing the transfer on the website, delete all your dlc NOT YOUR SAVE DATA
step 3:now you have 2 options
option A: connect to xbox live, go into your download history (press xbox guide button -> scroll to the right select account management -> download history) and download everything to your new console
or
option B: go to your xbox live profile to your purchases and queue the ones you want to download. then connect your console to xbox live and they will download automatically

Anyway, I tried re-entering both the code on the back of my booklet and also the confirmation code to use in the redeem code part in Xbox Live, but nothing gives. I don't know if I should delete them since it seems I can't re-download the songs. I now now my mistake was to take just my hard drive to my friend's house to download the songs and need to transfer the license, but do the same steps above apply to me?

Yes. You need to migrate your licenses. You can find the free song pack download in your download history.

Similar question.. What if you have 2 xbl accounts and 2 xbox's some dlc is on one and some is on other.. (If I would have known about this being connected deal, prior to doing it, that would of never happened) Is there a way to consolidate my dlc to one account, so that I can play by myself without getting kicked out of the tour on random sets and online?

Only Microsoft could consolidate the licensed content from two accounts. You'd have to contact them, unfortunately.

key word here being "could". it's doubtful they will though. you can consolidate DLC from 2 consoles to 1, but i haven't heard/seen any evidence of them consolidating DLC from 2 Gamertags to 1.

Thanks for emphasizing could. I was careful in my reply to make it sound unlikely but out of HMX's hands (since Microsoft controls the licensing system).
