All you do for this is combine aspects of other genres and make a new, totally cool genre of music. Don't forget to give it an awesome name too.
You can make as many music genres as you want, but make sure the genre doesn't already exist!
My genre would take many aspects of Grindcore, heavily distorted, down-tuned guitars, extreme tempos, etc., and have nursery rhymish lyrics.
I would call this genre ToddlerGrind.

black metal-esque guitar and general atmospherics + chaotic emo's drumming and vocal style + the occasional fit of pure noise worship...
basically something like a bastard spawn of burzum and orchid with a dose of prurient.
we'll just call it "blackness" and keep our fingers crossed that no one lame finds out about it.

Jazz metal. A jazz metal song would start out with a soulful saxophone and the next second the sax would stop and an insane double bass drum fill comes in and the sax lets out this wail. Their would also be extremely distorted guitars and basses too.

Swamp Doom:
Drone Metal Influenced basslines, Swamp blues guitar/banjo, drummer optional (if present, most likely stoner-doom-esque), additional Horror Punk influences, voodoo inspired lyrics in the vein of Screamin' Jay Hawkins, and minimalist additions by out of tune piano (not essential, but that's what I would do).

Pop Fusion- fusing pop melodicism, and harmony with elements of all types of music. The use of interesting choices in rock/pop music instrumentation (piccolo trumpet, sitar, french horn, string ensembles etc). They use of the recording studio to experiment with extensive editing techniques like running a track backwards and recording on top of that. The use of odd meters with song structures common in pop like verse/verse/bridge.

As far as contributions of my own go...
Chamber post-rock - Sparse soundscapes with a small orchestral ensemble. (That being said, I guess Art Zoyd and Univers Zero have already come close to this...)
Avant-garde disco - Should be self-explanatory.
Baroque metal - Dream pop-inspired keyboards, rhythm guitar, and backing classical strings play counterpoint to distorted lead guitar riffs and double bass pedal work. Probably using a dual-vocalist setup.
Progressive Italodisco - Dueling synths is the name of the game here, as the hyperkinetic modulations of modern eurobeat mingle with sweeping neo-prog synth lines and subdued, morose vocals across multi-part compositions.

I always thought a half 'n half of Grindcore and Shoegaze could be intense.
Frantic, aggressive rhythm section with those Shoegaze vocals and guitar.

Post-everythingcore - you probably haven't heard of this because you listen to music like a n00b. In reality everyone knows the only thing worth listening to is post-everythingcore, a genre created at CERN by accelerating a recording studio with Radiohead and John Cage so fast that they travel back in time. Of course, time is cyclical, so eventually they are thrust into what your puny mind probably regards as the future, though in reality it is more like the intersection of the past, present and future, a dead area of time and space where nothing does or ever will again exist.
Bands to watch for - You don't watch for bands in this genre. If you're good enough for p-ecore they contact you.
