Rock Band 1\2 Downloaded songs are not ingame

So, my Xbox 360 is banned. I have a 120gb harddrive, and my girlfriends brother has a brand new Xbox 360.
So I took out his HDD, and put in mine (in his Xbox 360).
Then I logged on my account etc (since its stored in the HDD),
I went online, downloaded alot of songs for Rock Band 1 and 2,
Braid Trial, and the new expansion for GTA IV.

Braid Trial worked fine, lovely game btw.
I havent tried the expansion for GTA IV, but I assume that it works.

Now nowever, this is my problem.
All those songs I downloaded for Rock Band 1.
For example: Foo Fighters song pack with 13 songs.
It is on my HDD since I can enter my hdd from my Xbox 360 and see that the song packs are there, but when I start Rock Band, the songs arent there.
I cant choose them.
Why is this? Do I have to be online with Rock Band to be able to get the songs into Rock Band?
And yes, the song packs are on my account that I tried to play Rock Band on.

I belive I was a quick about the posting.

In order to access the purchased songs, you must either be playing with the hard drive and Xbox 360 with the downloaded content, or have the Xbox hard drive while signed onto Xbox Live with the Gamertag that has the appropriate rights to the downloadable content.

Note: This means that if you take your hard drive to a friends house and download on their Xbox you will only be able to access the downloaded content if you have a live connection to the Gamertag you downloaded the songs with."

Or you can migrate your licenses. But you can only migrate your licenses once annually.

Moral of the story: Take your entire console to a friend's place when downloading licensed content.

I did the license migration thing and it would only let me play the songs when I am online. I re-downloaded the dlc songs I had and now I can play them again offline but the rb1 songs will not work offline at all. I just did the export thing and still no songs unless I am online.

did delete and redownload the export key as well as re-exporting the songs?
