How does it work? Based on region? Latency? Random?
Quantum Physics?
I ask cause back when I was on Xbox Live eons ago it would only take a minute or two to find players on just about any game. Yeah that was a paid service BUT it was also 5+ years ago (point being less TOTAL people gaming AND the original xbox did not sell that well)
It seems to take quite a while to match up randomly

Really? During the day I usually find people within 10 seconds.
When you first search for people, it'll say "Please Wait" and look for a game for you to join (you won't host if it finds one). Then if it doesn't find anything you become your own host and other people who search with "Please Wait" might end up in your game. I don't think there's anything special about how it picks games, I assume it's random...

Well usually it's about the time of day. Right now a lot of North America is at school/work. In maybe 4 hours it should pick up :P

In the mornings especially on the east coast of America you won't be finding any games. But later in the day especially in the Pacific time zone you will be finding lots of games.

You've got some mad patience. I usually will only wait 2-3 minutes, then try to randomly sub in a band. Try that for 2-3 minutes, then try to play with my band using subs. One of the ways will usually end up getting me someone to play with.
I have been curious about this though because sometime it seems like other people should REALLY be online playing (ie, Weeknights 4-6pm PST, Saturday 2pm PST, and anytime past 9pm PST) and I can't connect with anyone.
