Now I've been playing Guitar Hero since the original one came out a few years back. But im perplexed when it comes to this gold star concept? I've read both GHIII and the Rock Band manual and can find nothing in relation to this concept. What are they? How do you get them? If someone can help me out it would be greatly appreciated.

5 Gold Stars are awarded when you hit 100% of all notes in the song.

from the new user sticky:

How do gold stars work?

Gold stars are no longer based on 100% notes hit. They are based on making exceptional score. So it is possible to get 100% with bad overdrive usage and not get a gold star. Conversely, with good overdrive usage you can make a mistake or two and still get a gold star. Gold stars are only attainable in expert difficulty. For multiplayer, all band members must be on expert.

No they're not, tthey are in the Guitar Hero games, but not in Rock Band. In Rock band it's more to do with your use of overdrive to maximise your performance, so techinically you can get teh 5 gold stars by hitting around 98% of the notes.
