I noticed when I started an online tour with other people that not all of the songs in my collection were playable. What is necessary to make all of my songs available for play as opposed to solely songs from RB2?

If you're talking about playing online with other people, then only songs that all of the connected consoles have can be played. Example: if three different PS3s are playing in Band World Tour or Quickplay and only two of the three players have downloaded the 20 free songs, then the freebies will be greyed out and thus, unplayable for the duration of the online game.

oh man. oh well. some songs are better than none. then, wouldn't that defeat the purpose of online

Well, if those folks want the song on their system, they've gotta pay like the rest of us. Just count your blessings when you do find players with any particular song. It is admittedly one of the many advantages of local gameplay - with four (or more) folks in your living room, all your DLC is effectively available (barring the odd "no vocal part" track).

Right, it probably has to do with both contracting issues and the fact that those DLC songs aren't installed on their hard drives in the first place (meaning the game doesn't know what the track or music should be like.)

In theory, the song could be copied across your console's internet connection but that creates two issues: it slows down gameplay as the track is shuffled across the net before playing it; it also opens up greater potential for piracy.
