If I delete my RB2 data (not the dlc liscencing or dlc) And restart the entire game, will my dlc still be there?

Do you have RB 1 as well?
On the 360, all the DLC is kept in the RB 1 file, not RB 2.
At least for me it does.

If you can access and delete just the save file, then you shouldn't have a problem. And even if you do, you can always redownload.

It's on the Wii so I'm not sure but I might try, and if i do, will anything change? such as my fc?

I think yes,because if you have DLC on RB1 and get RB2 it will be there already ,so I think the songs are in your harddrive.
