I need a new rock band 2 game because it always freezes at the same song. So how to I complete the RMA process and get a confirmation number?

First, are you sure that it's the disc that is bad? Which song is causing the problem? Which system are you playing on?
Did you initiate your RMA through the EA website or by calling an EA representative? The website is not so great, so I would recommend calling someone to make sure that everything is entered correctly.

Playstation 2 and the song is "Pretend We're Dead" L7. I emailed them and the emailed back going to a site to do the RMA process but Idk what to do when I get to the site.

To proceed with your item replacement process, please make sure that you have completed the RMA process and have received a confirmation number from http://rockbandservice.ea.com/. If the product appears to be abused and this is why the item broke, we will return the item back to you. (This is exactly what it says)

i finally got the page to show up but I can't fill it out cuz its only letting me click what instrument i'm having trouble with but thats not my problem

I would call EA at the number on the last page of your manual. The website has quite limited functionality.
