Until there is bookoo $$$ behind soccer the way it is behind basketball, baseball, and football (ie: never)... we are always going to be sending out our fourth-string athletes.

As an example, Grant Hill was considered a great soccer prospect in his day. But athletes of his calibre are not going to be drawn to a sport which wallows in obscurity and pays 1/10th the salary. (if that!)

The rest of the world sends their elite players and we send out our leftovers.
