I'm doing a Mac to Windows switch with my iPod. Am I able to reformat it, redownload my music off my Mac iTunes, then tell my WIndows iTunes to replace it's current library with what's on the iPod?

if you purchased the music from iTunes, you can authorize your new computer to play all of your songs at no extra charge, even re-download them for free. If you acquired your music from somewhere other that iTunes, you'll need to manually copy those files to your Windows machine and add them to yout iTunes library.

If I rip them from a CD, that counts as iTunes downloads, no?

No. iTunes downloads means that you purchased your music from iTunes. If you got them from CDs, you will either need to rip those CDs to your new computer, or transfer the MP3 files from your Mac to your PC by other means (Flash drive, external hard drive, etc).
