Once you have purchased a track, it is yours for good (or as long as RB servers are around). Tracks register to your Wii's unique "number", so to speak. This is why one can delete a track, the go & re-DL it for free whenever. But of course, that content is strictly for YOUR console. Can't be copied to another by the user.
Should your Wii require service, Nintendo is quite good at preserving your internal save data - even non-transferrable/non-copyable data like RB stuff. If a repair ends up netting you a replacement Wii, the previous console's save data, codes, etc will be moved over to the replacement. As to RB DLC....if it's already on an SD card, it'll still be on that card THAT YOU DID NOT SEND IN WITH THE WII when your repaired machine returns home.
Worst case scenario would be that game save data (Tour/Challenge progress, etc) could get wiped out. Or not. But your DLC is yours for the duration. NO need for insurance.
And of course, if the Wii needs repair.....only let actual NIntendo hands do the work. There is a local (not a chain) game store in my area that advertises it's console repair service. Use trade in games to pay for your repairs, they say. NEVER send your game console to a local repair person - ALWAYS send it to the manufacturer's recommened repair station. Ninty, MS & Sony all have thier own RMA systems to get your machines up & running. I will say that Ninty's service has been stellar according to most accounts. Wii repairs often see a week turnaround.
