If you hit the yellow button while in the world map, you will talk to your manager he will tell you the requirements for the next step, so in your case the PR Firm, usually it is more stars in a certain city, I forget which one is the PR Firm, I think it is London.

yeah i think you need more stars in the area for it to unlock.. like ThePaska said, hit the yellow button or the bass pedal to call your manager and he'll give you tips on where to go and what to do next!
