why can't I download any tunes?

If you have a 360 you have to download the songs from the marketplace blade on the dashboard.

If you go to the played games section in marketplace then go to Rock Band all the DLC should be there.

Yes, the DLC has not been released in Canada. It will be released on the Canadian release date.
