its an exclusive because

1st X-box wants more sales,

2nd this way they can give money to charity,

3rd it was Microsoft's conference that they released their game at so why not give the X-box owners a bonus.

4th X-box is the best system for Rock Band(best compatibility, no need to plug boxes in to use wireless guitars, can run the stage kit, can run Rock Band network)

My impression was that Microsoft said to them, "If you give us an exclusive song, we'll donate our part of the profits to the charity of your choice," and so they said "sounds good to me."

I think it's about as good a justification for a timed exclusive as you can get.

Sales for download songs are much higher on 360 than on PS3, so if it was going to be [timed] exclusive to one of them, it's the 360.

There's nothing but speculation about the factors behind an exclusive deal like this. Fortunately, it is just a timed exclusive, and it will be made available for the other platforms later on down the road. Since there's already some console warring silliness going on, the thread is getting closed.
