Is there a way to pay for dlc and not the xbox live subscription? Like, can you download dlc off the website?

I ask because my bro has a 360 and is getting rock band for christmas. I already have it for the ps3.

You can buy DLC from Xbox Live, no matter what type of account you have (Silver - free, Gold- paid).

You can sign up for the free version of XBL a.k.a. a "silver" membership and then you can download the DLC.

you'll download it right off the 360 from the Dashboard..

go to the marketplace, then find Rock Band in the games section and it'll display all the available DLC, and they are correct - you can have the silver account (the free one) to purchase DLC still
