My brother just bought a wii and he also got rock band 2. I'd like to download a track pack with a point card that I just bought. How do I buy them and where are they kept once they are downloaded? On the wii's memory or an sd card(might have to go out and buy one if that's so)?

Songs aren't available in track packs on the Wii, so any songs you purchase will have to be individual songs.
For the Wii, songs can only be purchased through the Rock Band 2 music store. You can save the songs to the Wii's memory, but an SD card is recommended because you'll be able to store many more songs on one.

You will want to make sure it is an SD card, NOT an SDHC card. They are only available in 1 gb, 2 gb, and the occasional 4 gb (which is really like, 3.89 gb or something like that). Each gb will hold about 40-45 songs. I'm using the transcend 4 gb card and have almost 180 songs on my card.

So I don't have to make an account or anything, I just have to download them with my points and save them to an sd card?
Also, I don't the disc at the moment so I was wondering if you actually need it to access the store?

The RB2 disc is required, since you can't purchase songs directly through the Wii Shop Channel itself.
