In that case try a regular controller next, and if that don't work the code is a hoax.

do you have to enter it in when you first turn your Xbox on

"Title screen" as in the screen with the games title on it that every single game ever made after pong has had. The one that sais "Rock Band"

You enter it on the 'push start' screen. Just push the colors of the buttons, and you have to do it quickly.
