Maybe I am missing something here... it's quite possible. It's even possible that this already exists, and I am just clueless?
But, wouldn't song/band requesting be much more efficient using a Submission Request Form?

Here's why I think it would be easier for all concerned:
1) It would be (mostly) automated, saving time for moderators and other folks that actually have to go through all these posts and look for actual content.
2) It could be programmed to easily tally votes for individual songs from unique users (ie a current tally, eliminating multiple votes by the same user).
3) It would make it extremely easy for users/requesters to see if the song/band they want to request is already represented. And if it is, easy to place an additional vote for said song/band.

Thoughts?

I like the idea of seeing if a band is already represented....but that's what the search button is for!

As for votes. This could very easily be manipulated meaning we'd end up with dragonforce getting 4 billion votes and endless 'cee i's tuld u. dragonforce11111 lolz. metal foreva u suxors. lol.' posts. That I can do without.

I think you make a valid point that there must be a way this can be tidied up though. Good call.

One of the things that was added, I think during the site redesign, is a little "Request Song" link at the bottom of the page that brings up a form to request songs and identify why you're requesting them. Is that what you're asking for? I've been meaning to start using it to request a bunch of songs, but wanted to firm up what I was asking for and why I was asking for it first. :P
