Ok, I have two questions. First, can a friend and myself just play guitar and drums in the Band World Tour, or does one of us have to sing? Second, can I have a guest, i.e. another person playing on the same system as myself, and also play the online game modes?

I can answer this for the PS3, I'm 99.44% certain it's the same for 360.
1. You can play BWT in any combination of 2-4 players. Guitar & Bass (assuming you have two guitars), Guitar & Drums, Drums & Vocals, Guitar, Bass & Drums, etc.
2. Yes, you can play Band Quickplay in any combination of local or remote players. So if you have two people on your system and want to find two more to round out the band, you can do that.

BWT just needs 2 band members minimum in any configuration (guitar + drum, drum + bass, bass + vocals, bass + guitar, etc).
