is the strum bar supposed to be "squishy"?

Hey guys. Got rock band for xmas. I know my wife picked it up the day it came out, so I figured I better check. To me the strum bar doesn't feel right. It feels squishy when I press it up or down. Imagine if you took the GH guitar and put a sponge between the guitar and the strummer. It feels like that. The farther down the bar gets pushed, the harder it becomes to push it. There isn't a nice fluid motion to pushing the strum bar. The guitar seems to work otherwise, but because of the nature of the way the strum bar works, my fingers get very tired very quickly. Is this how the bar is supposed to feel, or do I need to fill out an RMA?

My guitar strum bar remains down when it is pressed down and remains up when pressed up. It is broken for sure or defective. It gets really hard when repeating notes.
