Here is the problem…

This past Saturday my 360 got the red rings of death  and I went out and got a new 360. When I got home, I swapped the hard drives since my original hard drive had all my game saves, DLC etc.

Everything has been working since but I noticed when I played Rock Band, the DLC songs were not there. So then I decided to log on to Xbox Live and sure enough, the songs appeared. (before my Xbox died, the DLC songs would still be in the game even if I was not signed in with XBOX Live.)

So last night, I decided to download the Police Pack. when I did, I noticed that when I logged off of Xbox Live these new DLC songs were still playable but the other DLC songs were still only playable when I am logged on to Xbox Live. ( I even tried to delete the original DLC songs and downloaded them again and it still didn’t work.)

Are the DLC songs made this way so you can’t share them between 360’s? I am just frustrated that I can’t play my DLC songs in Rock Band unless I am logged on to Xbox Live.

That's Microsoft's policy for all the DLC for every game. DLC can be played offline by any profile on the original console, not hard drive, it was dlownloaded onto. If you're using a different console you have to be logged into live wth the same gamertag you downloaded the dlc with. I've heard of some people who had to get their 360's replaced getting Microsoft to transfer to license to the new console, but it seems to be a pretty hit or misss thing.

There is a petition for this DRM policy to be changed at http://www.petitiononline.com/fixxblm/petition.html
