I go into the Rock Shop and then select "Ink & Tattoos." But when I try to add a tattoo is says "No Art." Instruction booklet doesn't seem to be helping

Scroll down from the No Art option to the ones that are blank (I can't remember what it says, New Art or Create Art or something like that). Then click onto those and make your art, and you should have tattoos.

I just got Rockband yesterday and trying to get tattoos as well. I can get them, but the arms automatically mirror each other and I cannot layer at all. It is no fun trying to spell something out and the letters keep disappearing a new one is made.
Note: I did try to use the different "new art" icons thinking that they would layer, but did not work. I feel dumb.

I'm booting up the game now; let's see if this helps. I'm on a 360, but I would imagine the interface is pretty much the same for all systems.
There's little difference in the process between tattoos and clothing, so I'll go into tattoos. I'll assume everyone knows how to get there.
Select the position you want to tattoo. I'll pick Left Arm.
"No Art" is selected at first. Push down to "(NEW)" and push the "A" button.
The "Select Layer" screen automatically is highlighted on "New". Push "A".
"Select Art". Scroll through all the categories, and then scroll within those to see each individual possible choice. Pick what you like and hit "A".
From here, you can play around with your choice. Select "Modify". In this menu, you have lots of options: Move, Rotate, Scale, Color, Warp, Flip. They're all pretty self-explanatory. Scale will change the horizontal and vertical sizing, Warp will twist the art into odd shapes. When you're done, go to "Done" and hit "A" (or just hit "B" to go back).
Now let's say you want to add another piece of art (or letter). Highlight "Select Layer" and hit "A". The layer you were just working on is selected by default. Move up to "(NEW)" and push "A".
Now you have a brand new, clean layer. Repeat the process. Select your art, modify at will, then go back and "Select Layer", "(NEW)" until you've completed your image.
If you decide you want one layer to be under or over another (for example, if you want to add a solid circle underneath some letters you've already created) then you can do that too. Create the new layer you want, then to the first layer menu. Your options from here are: Modify, Select Layer, Copy, Re-Order, Delete, Finish. Pick "Re-Order", and from here you can move your current layer up or down the list, which will put it either on top of or behind the layers above it in the list.
Again, the process is pretty much the same for clothing.
This is a basic look, and not necessarily the best guide ever written, but it will hopefully be enough to get you going.
