I have a friend in London, England who recently picked up Rockband 2 for PS3. She got her Game and system all set up I then tried to invite her to play along with my band and she said she couldn't connect. I've also Tried to connect to her and Same Issue. I live In Pittsburgh, PA. We've opened up our ports and all of that good stuff.
Is distance here an Issue?

Shouldnt be, I'm in NZ and play people in the US and UK frequently!
I had to set my PS3 up with a fixed IP on my network, then open up the required ports and port forward them to the fixed IP before I could play *most* people.....
I still find one every now and again that just won't connect, but not many as long as they have done the same.... usually they havent yet.

hmm Good point about the fixed IP's. Something I should have considered. It's been so long since anything required me to play around with my router.

You don't fix the IP on the Router, you fix it on the PS3.......... :)
As when you open the ports, you will want to point them to that specific IP unless you are just going to open them up to anything and everything.
Most reliable way to do it IMHO.
