Well in order for that to happen Microsoft and Sony would have to work together. It's not something Harmonix can control and isn't something Microsoft or Sony are willing to do. They're competitors.

Yup..sorry. Has there ever been a dual console game? (PCs dont count, its a computer, not a console, so dont say shadowrun...)

MS is a closed network meaning you can online play within their users. PSN is a potentially open network and could possibly be connected to other users but there are other issues in regards to managing the various versions. I mean were were |this| close to having cross platform gameplay with UT3 but because of the mod situation and the control situation made it too much trouble to do. But with a game like RB, there are no mods other than the song add ons. They could possibly allow the PS2 version to connect to the PSN users but it could be a hassle since the PS2 online set up is so simple in comparison to the PS3 version that they could only make changes to the PS3 version in order to combine them, and they may not want to mess with it.

You could always just make your character on his game and let him make his character on your game... the only symptom is you play twice as much.
