will there be medium, hard etc...?
the words cant change in the song obviously so will timing and precision be easier on the lower difficulties? anyone know? will there even be different difficulties?

I think the way it works in Karaoke Revolution is that the game becomes unforgiving when it comes to timing and pitch, for example, if you need to hold out a word and your lungs give way, you don't get as much points for that verse. Same goes for your pitch being slightly off. I'd assume they'll do the same in Rock Band.

There will be different difficulties, easy to expert. I'm not sure exactly what the difference is, I assume that it will just be that hitting the right pitch and timing with the lyrics will be more leniant on easier levels.

That's basically how the difficulty increase works in both Karaoke Revolution and Singstar, except that if you need to take a breath you can pick back up on the same note.
Singstar also has a an optional "Rap Meter" for some songs. With the rap meter, it's harder to to match syllables, but you don't need to match the pitch. It's used for rap songs and other songs with really fast lyrics where the pitch isn't as important. However, I doubt Rock Band will have an equivilant to this.
