I had a preorder Rock Band (XB360) and noticed that the drum pads had problems registering hits I know I made. So I did the express RMA option and just a day ago the new drumpads showed up. I peeled the drumpad part out of the box and left the other stuff still in the plastic.

I unplugged the drum pedal since that wasn't part of my test and loaded up some expert drum part on practice mode. I played through the song once with one pads and then played through it again with the other pads. Then I did that with a few songs.

Drumpads #1 (Original)

These drum pads have a very hard pad surface and register even the smallest hits on surface. They are quite loud and have a very nasty habit of not registering one of the notes in drum "chords". It also misses a few other hits. The third problem is that drum rolls are nearly impossible. I believe the shock of striking the surface overloads the sensors which prevents reliable two-pad-simultaneous hits as well as fast note sections.

Prospects for turning this pads into an acceptable set are not good. Basically the gum rubber mod will be coming sometime which may dampen the shocks so that "chords" and rolls register reliably, but my confidence is not high.

Drumpads #2 (RMA

These drum pads have a very mushy pad surface (quieter) and take a very large force to have a chance of registering. The upshot is that fast rolls don't oversaturate the sensor and thus have a much higher chance of being registered. "Chords" seem to work about as often but I gather due to the low sensitivity moreso than the old over-saturation problem.

There is a chance that modifying these pads to be more sensitive (penny mod or similar) would produce the perfect set.
