Good call on Hey You and Don't Look Back.
22. kansas- dust in the wind
No. It's a good song, but it's not a good fit for Rock Band. The guitar is repetitive (really, just about four seconds repeated for most of the song) and there's no guitar solo. There's a violin solo, but that doesn't really count. There's very little (if any) drums, and I'm assuming the bass isn't anything special. I guess the vocals would be nice to sing along to, and it's a beautiful song, but it just wouldn't fit.
Since the only people I've seen suggest that song are people who have only heard Carry on Wayward Son and Dust in the Wind, I'm going to introduce you to some awesome Kansas tracks that fit the game.
Child of Innocence (http://www.youtube.com/watch?v=I44xJLn20hA) (Great guitar, good drums, good vocals. Keep an ear open for the solo at 2:05)
Down the Road (http://www.youtube.com/watch?v=7WsfiUnH0so) (Not their best song, but it has some of their best drums and guitar, with pretty nice bass and vocals)
On the Other Side (http://www.youtube.com/watch?v=bSVULtkJqDQ) (Killer guitar intro with good solos, some nice drums, and great vocals)
Icarus (Borne on the Wings of Steel) (http://www.youtube.com/watch?v=rBRj7AF8YjQ) (Plenty of guitar solos in this, with solid drums and great vocals)
People of the South Wind (http://www.youtube.com/watch?v=Ihl77dHSo2E) (Insanely catchy song with good guitar, drums and vocals)
Hold On (http://www.youtube.com/watch?v=kwAKvtFaoy0) (On the easy side for guitar, but it's got good drums and fun vocals)
The Devil Game (http://www.youtube.com/watch?v=wddgkZzKEEA) (I'm running out of things to say about the songs, but this has really good guitar)
The Wall (http://www.youtube.com/watch?v=lur4eGdkuTE) (Great song, great guitar, great vocals, great drums...)
Not on YouTube, but trust me, they rock:

What's On My Mind from Leftoverture
Hopelessly Human from Point of Know Return
Lightning's Hand from Point of Know Return
Relentless from Audio-Visions
End of the Age from Drastic Measures
Power from Power
Tomb 19 from Power
Silhouettes in Disguise from Power
