I just bought Rock Band for Playstation 3 and brought it home, all fired up to play. Set everything up correctly, and turn it on. At the menu the guitar appears to strum down as it shoots to the bottom menu option and wont allow me to strum up or move the cursor up or down at all. Its like the guitar is stuck downstruming but im not doing it and even when i strum up it stays at the bottom not moving at all. I dont know why it is stuck in down strum but its extremely frustrating. Anyone else have the same issue or know what might be causing the issue?

Does it do this every time or was it just once?

Try unplugging it and replugging it in.

Maybe try reseting the position of the strum bar?

Are you holding it while the game starts?

I get that a lot of the time on my Wii, and usually its just the software. I'd suggest deleting your profile if resetting the game a few times doesn't work. Also, try holding the strum bar down when you fire it up.

Like how with analog controllers, sometimes the control stick is tweaked and is set wrong (usually because it was tilted while the game/system booted) and will cause a cursor or the character or camera to move in some direction constantly. Best way to fix it is to hold it in its neutral position and reset.
