I am looking for an official answer as to why some dlc does not work offline. Is it because you need to communicate with the rockband server (via starting the game online after you download new songs)?

X360 or PS3?
On X360, it will only work offline if you are using the console it was originally purchased on.

X360, I heard somewhere that new dlc requires a patch that you get everytime you download new stuff and then communicate with the rockband server, so if you don't do this you can't play any dlc untill you do.

I have (2) X360's, one died about a month ago. Every other weekend, I take my X360 and RB to my skihouse with no internet access.
Before it died, my first X360 worked fine with all DLC offline at the skihouse.
After it died and I switched X360's, only the additional DLC I purchased from the new X360 shows up offline. Online, everything is available. Offline, only what was purchased on that X360. Those first batches of DLC (i.e. Metallica pack) I bought on my old X360 are not available on the new one offline.
I am working with MS 3rd Level Support to get all my DLC associated with my new X360. It is not an easy process. Many of the first level support reps had no idea what I was looking for.
I was told that after MS re-associates the DLC with the new X360 on their end, I will get a title update (aka "patch") that will make the changes for me.
Other than this very specific situation, I am not aware of any DLC patches required for offline play.

Well, at least this is ONE area that PS3 has the advantage.
