I had some drums out of the box, couldn't register all notes in fast rolls on hard hits, soft hits not 100% working, so i ordered a new set and got it yesterday, these things do not register 1 note on a hard hitting drum roll and by that i mean like normal drumming (like real percussion), but they register everything on the soft rolls, but sometimes they give-out during songs with faster beats (blitzkrieg bop, anyone?) i wanna return these new ones, what do i do!

What are you going to return them for? You're just going to get the same things again. They're not real drums, consequently, you can't play them like real drums. And really, you don't need strength for fast rolls (even on real drums). The movement of the sticks is a function of your wrists, not the input. If you have to wail on it to get speed you're doing it wrong.
You now have a QM model of drums. It's hyper sensitive. It sucks on rolls due to insufficent sensor damping. You can improve this by improving the damping on the head. The best DIY method (without hacking the guts of the drums and voiding your warranty) is the sock mod, which you can see here: http://rockband.scorehero.com/forum/viewtopic.php?p=34656
