Since i have no where close to the amount of time to think up a complete "set list", i have come up with a few...
The Final Countdown as made famous by Europe
A pretty good classic song and most people will reconize do to the Rocky series
Like a Stone as made famous by audio slave
Rage against the Machine is featured on Guitar Hero II and Audioslave pretty much is Rage against the machine except for better vocals. Audioslave has a lot more killer grunge rock tracks, escpecially on their first CD together, this just happens to be the one Im currenly listening to.
E-Pro as made famous by Beck
Now for those who have acually heard this song it is a great listen. Its up beat and would be a blast on anything like Guitar Hero.
Im Just a Singer in a Rock and Roll Band as made famous by the MOODY BLUES
Another classic band that is vert similar to Kansas on Guitar Hero 2. It is most likely the best Moody Blues song, and it would be a good addition to the game.
I will post more as i think of them... I believe i have assembled a pretty good [short] set list.

Final countdown is mainly keyboard work though isn't it?
And Audioslave don't quite do it for me like RATM do. Not saying that Zack made RATM, but I prefer his style to Cornells.
And haven't heard the other 2.

Yeah, i just replayed The Final Countdown, and i guess its not how i remember... o well.
But the guitarists in Ratm and Audioslave are pretty good, which makes it a good song. Of the other two, you should at least look for Beck E-Pro. Its the better.
As for other songs, i was cruzing my cell on breaks to find songs that would fit the rock band mold, i only came up with a few.
Faint-Linkin Park
Hemmorage-Fuel
Rip Out The Wings of a butterfly- HIM
Behind Blue Eyes- The Who
Dani California- Red Hot Chile Peppers
All i have to say is Red Hot Chile Peppers would be a good addition, and Faint is the only true guitar drum song Linkin Park has.
Ill keep digging into my massive music collection and come up with some new ones...
